We usually recommend you start your seeds indoors by mid-March and then transplant them outdoors to the garden the first week of June. If you're just now planning your garden and expect to plant vegetable starts from your nursery, you can prepare the soil now and plant everything out by the end of May or first of June. You can plant things out now, but if a cold snap threatens, you'll want to cover your plants overnight to keep them from becoming frost-bitten.

Best wishes with your garden.
