Some of the best low-growing perennials for your area include Dianthus deltoides
'Royal Midget'; Dianthus gratianopolitanus 'Tiny Rubies'; Pennisetum alopecuroides Little Bunny'; Tulipa tarda; Veronica spicata 'Nana'; Lycnis alpina; Lewisia cotyledom; Linum flavum 'Compactum'; Potentilla 'Verna Nana'; Potentilla villosa;
Saponaria ocymoides; Saxifraga alpina 'Ria'; Saxifraga paniculata; Potentilla 'Verna Nana'; Potentilla villosa; Saponaria ocymoides; Saxifraga alpina 'Ria'; Saxifraga paniculata and Alyssum montanum.

Hope some of these are just right for your garden.
