You'll probably be happiest with plants adapted to arid places. Try Acacia, Desert Honeysuckle, Bottlebrush, Ceanothus, Cistus, Myrtle and Escallonia as flowering shrubs. Add Artemisia, Desert Marigold, Coreopsis Gaillardia, Knipbofia, Evening Primrose, Mullein, Zinnia and Watsonia for perennial bloom. Winter low temperatures of 30F to 40F are not really very cold.
