is it ok to use mulch when planting vegetables. thanks

If you're asking about incorporating organic matter into the planting holes, yes, vegetables will appreciate that. If you're asking about spreading mulch over the bed after planting, again the answer is yes. Mulch will help suppress weeds, slow water evaporation and moderate soil temperatures. Either way, adding mulch is a good idea.
