I've heard that fertilizing impatiens can hinder flowering.
Is this true?

I have a feeling what was meant is that heavy fertilizing, with a high-nitrogen fertilizer can lead to lots of lush foliage at the expense of flowers. You should be fine feeding your plants with a balanced fertilizer--just follow label directions carefully.
