I am doing a flower bed and I want to put a soaker hose; Do I put the soaker hose on the bottom of the bark , or do I put it on top of the bark. Also I live in San Antonio, Texas and I was told that putting bark in a flower bed would keep it moist! Is this right? Thank you for your help

Put the soaker hose on top of the soil, snaking around your plants and then cover it with mulch material. It's true that mulches are beneficial. They suppress weeds, moderate soil temperatures, and slow water evaporation. Besides those attributes, they can make the garden look attractive.

Best wishes with your garden!
