What is the best time to plant my tomato plants? Should they be going in the ground now??

You didn't mention where you live and that would make a difference as to when you should set your tomato plants out. Tomatoes like warm soils and lots of sunshine. If the soil has warmed in your gardening area, go ahead and plant your tomatoes. If the soil is still clammy cold, wait a few weeks.
