I planted my Brown Turkey figs over a month ago, Why are there leaves only coming up at the bottom of the Tree? Is this a Bad thing?

Only having leaves on the bottom of the tree could indicate that the top has died. The only way you'll know is if you scratch away the bark (the inner tissue should be green, not brown) or if you cut off one of the apparently dead branches (again, look for green tissue). If the top has died you can simply cut it down to green tissue. Two new sprouts will emerge if you cut it to live material. Figs can be either bushes or trees so you won't hurt your plant by cutting it back - in fact, you'll encourage healthy new growth.
