Planted the jacaranda tree 2 and 1/2 years ago. It is branching out and seems to grow well but no flowers yet. Any suggestions?

Jacarandas are so spectacular when in bloom! I expect your tree will bloom next year. They are fast growing, but slow to mature enough to develop flowers. By this time next year your tree should be strong enough and mature enough to begin producing flowers. It will be worth the wait!
