I would like to plant phlox or shrubs that will grow in this climate with little care. They will line driveway to garage (20ft), and replace the current border of Mexican heather.

Here are a few suggestions of plants to replace Mexican Heather:

Day Lilly (Hermerocallis) height 1-2 ft
Blue Daze (Evolulus glomerata) height 1-2 ft.
Gallardia, Blanket flower (Gallardia Spp.) height 1-2 ft.
None of the above require very much attention once they are established, and all would be attractive to line your driveway. Perennial phlox will also do well.
