Can I plant my seeds directly into my flower bed without germinating them?

Yes, you can direct so your seeds now that the soil temperatures are warm. Starting seeds indoors is recommended if you want to get a jump start on the growing season by growing seedlings indoors and setting the plants out in the garden when the soil warms up. But sowing seeds directly in the flower bed now is perfectly acceptable.
