What should I feed a tricolor lilac to promote blooming?

You can use a low nitrogen fertilizer such as a 0-10-10 to feed your lilac. Use amounts as indicated on the label. The reason for low nitrogen, high phosphorous and high potassium is that nitrogen can promote lush, green growth at the expense of flowers. Phosphorous encourages flowers and potassium encourages root growth and strong stems.
