I keep planting my seeds and they begin to grow but the weather keeps changing so much that thay die just after beginning to bloom.

It sounds as though maybe rain is making the soil too soggy for your plants. If this is the case, you might want to raise the soil level in the bed or at least amend it with organic matter prior to planting again. Organic matter will help the soil drain quickly which in turn should make your annuals live a bit longer.
