I live in the upper south (middle TN) and want to plant lots of blubs for next spring. How early (Oct., Nov., Dec.) can I plant? Also, do I feed all previously planted bulbs w/bone meal this fall?

You can plant spring blooming bulbs as soon as they are available in your area (usually September). Planting them as early as possible won't make them bloom any earlier (they rely on soil and air temperatures to prompt them into growing), but planting them early will ensure you get the best bulbs instead of the leftovers.

You can side dress your existing bulbs with bone meal now.
