Freesia blooms in February and March in the desert so you may have planted them too early or too late for them to perform well before the hot weather arrived. They are dormant now and I suspect they will come up again this winter (they are usually planted in November and begin to produce foliage in December). So, give them a few more months of resting and I think they will grow and bloom for you. Hope so!
