My poppies have finished blooming. I've always left them until the pods dry, but can I cut the pods while they are green, let them dry, and they will still make seed?

The pods need to remain on the plant in order to ripen. If you cut them off while they are still green, the seeds will not be mature and will not germinate. Just a few more weeks is all the pods will take to turn tan. Then you can harvest them.
