the plant looks like some kind of pine bush low to ground and has flowers on it.please help thank you tana

Grevellia 'Noellii' would be my guess. It is not a member of the pine family, but of the Proteaceae family. It is native to Australia and hardy to about 20F. It grows rapidly to 5' tall by 6' wide, forming a dense mound. It has needle-like leaves on arching stems and narrow pinkish-red flowers. It prefers full sunshine and well draining soils.
