I put mulch around my mini palm trees in a small garden with some bushes, but weeds still come out. How can we control the weeds w/o killing the surrounding plants with weed killer? Please advice. Thank you.

A thick layer of mulch usually keeps weed seeds from germinating so I suspect the sprouting weeds are perennial and the roots were still in the ground when you mulched your garden bed. Pull or dig the existing weeds, sprinkle a pre-emergent such as Preen, and then use a weed barrier (it allows air and water to penetrate) or several thicknesses of newspaper on the bare ground then cover with mulch. The newspaper or weed barrier will keep sunlight from penetrating which will retard or eliminate weed growth; covering will a layer of mulch will make it look more attractive. Enjoy your garden!
