I just started digging old soil out and roses that cluttered my front lawn, and digged deep found khaki light brown clay substance and pooked holes on all of it plus I digged and cut an old rose bush, I added clean all purpose soil and garden soil, now I will need to add my flowers and shrubs. What do you recommend I do with my shurbs? do I need to cover the soil first with Dupont Plantex or is it not necessary. I just want a nice cute front garden.

It sounds as though you've done everything right to prepare your soil for planting. You don't need to add anything else but after you've finished planting your shrubs you might want to place weed barrier over the bare soil and then cover that with decorative bark or other mulch to help keep weeds down.

Best wishes with your new garden!
