Would it be safe to dig up a young dog wood tree an azalea and a butterfly bush and move them to another area now or is it best to wait until the fall?

Moving plants in mid-summer will really put them at risk. I'd wait until growth slows or stops in fall or winter and then dig and move them. This way they are ensured of enough time to re-establish their roots before the summer heat is upon them.

Best wishes with your garden!
