I live in Minnesota with freezing winters. DO I have to pull up soaker hoses in the fall? Do I place the hoses on top of the mulch and garden cloth or underneath the cloth and mulch?

With most watering systems you can simply drain the water at the end of the season and they can survive the winter. When water freezes it expands which can rupture the pipes or hoses. With soaker hoses, the preparation for winter is different. Even if you drained the water, the hose may become filled with rainwater because of all the holes it has. As a result, the hose can burst. I'd pull the soaker hoses from the garden, drain them and store them in a garage or basement for the winter months. Since you'll need to remove them each fall, I'd set them on top of the mulch.

Best wishes with your garden.
