Rather heavy white on back of leaves, but main concern is the dying of twigs. The leaves turn dark brown and die, leaving ust a twig with no leaves

Forrest,

Your holly has scale. Ask for a product with the ingredient imidacloprid at your local Home Depot. Follow label instructions. Another treatment option is to use a horticultural oil spray (NOT dormant oil). If you use oil complete coverage is essential. You need to spray upward to get all the lower leaf surfaces thoroughly coated. Repeat sprays will be needed periodically as you don't usually get them all with one or two sprays.
