I just bought some vegetable seeds that were on sale because they can't be planted anymore this year. Can they still be planted next year?

Yes, they can be planted next year providing they are properly stored. The best way to do this is to place the seed packets inside a jar (mason jars work well, or anything with a tight fitting lid), or into a sealable plastic bag and store your seeds in a cool, dry location. They will be just fine for planting next spring.
