I have a space between sidewalk and building approx 12ft wide and 20 ft long. I'd like to plant 3-4

Cycas revoluta is a low water use plant and should be suitable for your area. The term "once established" means that you'll need to water deeply once each week until the root system becomes established. After that, put them on a drip system and they should be fine. They grow wonderfully well in the desert southwest so they should be able to handle droughty conditions in Oakland. Best wishes with your new plants!
