Unless the growth is off color or the tree is not growing well, fertilizer isn't necessary. However, to give your tree a boost, you can broadcast a 10-10-10 over the soil under the tree and rake it in. Be sure to water it in well after applying. The usual recommendation is one cup of fertilizer for each year of age. So a 2 year old tree can have 2 cups of fertilizer broadcast over the root system.

Bet wishes with your plum tree!
