My wisteria has galls on the stem splitting the bark. How do I get rid of them? Do I cut them off? I think I heard somewhere that Bactine would take care of them.

It's true that both crown gall and stem canker, which can cause the symptom you've described, are bacterial diseases. They are hard to prevent, but you can improve the plant's chances by keeping it healthy, which helps it fight infection. Maintain soil organic matter by mulching and adding compost to the soil annually.
