Can I safely move several large mums that have overgrown their location now or should I wait until after the fall once they've bloomed. A few have already started to bloom and I've been pinching them back.

If you move the mums now, while they are flowering and/or developing flower buds, they will probably drop the flowers and buds. It would be much better for the plants if you can wait until after they have finished flowering before you move them. In fact, the best time to move them is late fall after the tops die down or early spring, just as new shoots are emerging.
