There are several possibilities. Aphids feed on new foliage but they don't consume the leaves, instead they suck the fluids from the plant tissues. Caterpillars consume the leaves - look for frass (bug poop - little black or brown pellets). If you find frass, Bt (sold as Dipel) will control caterpillars. Cutter bees will take crescent shaped pieces from leaves; there's no control for them. Rabbits like tender new foliage. The only way to thwart these critters is to cage your plants with cylinders of chicken wire to keep them from harm's way.

Hope this helps!
