Whether or not you should feed your houseplants in winter depends upon whether they are actively growing or if they are simply sitting there waiting for spring to arrive. Most foliage houseplants will appreciate a half-strength dilution of liquid fertilizer every 4 weeks when they are actively growing. Flowering plants and those that have been brought indoors to protect them over the winter month are usually in a resting phase and do not need to be fed.
