Answer: Sounds like you're doing everything right for your hydrangeas but you didn't mention what kind of exposure to the sun. Hydrangeas need at least 4 hours of morning sun. If they get afternoon sun they will still bloom but the leaves and stems will wilt. They will recover overnight, though. So if your plants are not getting at least 4 hours of morning sun, that might be why they won't bloom for you.
