I'm looking for a hardy ground cover that will flower thru
the entire season. I want to use it to border a fairly long
fence. The area is located next to a dirt road so it will
need to be able to withstand dust from the summer and snow plowsdumping snow on the area in the winter. It is located
in full sun. What do you recommend?

Both coreopsis 'Moonbeam' and 'Stella D'oro' daylily are star performers to fill the bill. They can form the constantly-blooming base of the border, and you can add other perennials, such as New England Aster, other daylilies and Achillea, which will bloom at other times during the season for interest. Hope this helps!
