My colorado spruce was planted last summer and this summer it has too many cones, but little new growth,
do I need to help it and remove cones?

I wouldn't worry about the abundance of cones - some years are like that. New growth should appear next spring. Sometimes spruces expend all their energy producing cones at the expense of new foliage. The following year they will grow larger but set fewer cones. That's just the nature of the tree.
