Can I dig up wild ones growing on my fence and move to a different place? If so, how do I go about it?

You should be able to dig up volunteer plants and move them if you keep in mind that volunteer plants generally have a deeper root system than the same sized plants that are grown in containers. Wait until late winter or early spring, while the hazelnuts are still dormant. Dig deep to get the main roots and try not to sever too many of them. Replant at the same soil level as they were growing before. Water right after replanting to help settle the soil. The plants should resume growing when the weather warms in the spring.
