WHEN CAN I CUT BACK (ONE-THIRD) MY LORAPETALUM, PRIVET, AND TEA OLIVE?

Pruning encourages new growth that might not have a chance to harden off before the weather turns cold if you prune too late in the growing season. If you prune now, your shrubs should be fine. If you prune in late October, they won't have time to harden off before winter arrives. I'd vote for pruning now!
