Could you please advise as to when the best time to transplant a lilac bush in my area? Thanks,

If you don't need to prune it to move it, you can dig and transplant it in fall. Since pruning encourages new growth that won't have a chance to harden off prior to cold weather, if you need to prune it for ease in moving, I'd wait until early spring. Best wishes with the move!
