The leaves on my tall Phylox have turned dusty white. What is wrong with them? Should I spray them with something, cut them down, ignore the white dust?

What you describe sounds like powdery mildew, a fungal disease quite common in the late summer and early fall. It develops when nights are cool and days are warm. Once your plant develops this disease the best control is to cut away the infected foliage and remove it from the garden.
