I think the best thing to do is to incorporate organic matter to help loosen the soil and to help it drain faster. Spread 4-5" of aged manure or compost over the planting area and dig it in to a depth of 8-10". After planting, mulch over the bare soil with additional organic matter to help suppress weeds and supply nutients to the soil. Next spring, dig the organic matter into the soil and replace it with fresh organic matter. After a few years of adding organic matter, you'll no longer have soggy soil but nutrient rich garden loam.

Best wishes with your garden!
