If I winter over my Rhurbarb in a deep container, keep it moist, in a garage will that hurt my plants, or will they be ok?

Rhubarb needs to experience a 2-3 month period of dormancy so it would be best left outdoors during the winter months. If you must dig the rhubarb out of the garden, wait until the tops are killed by frost, then dig and set in containers but leave the containers outdoors where they can experience a few months of cold weather. You can then replant the rhubarb and it should be fine. Keeping it in a garage in above-freezing temperatures will keep it from going dormant and the plant will not survive.
