When do I plant vegetables for a winter garden and what kinds of vegetables?

July through September are the usual planting dates for a fall garden. You're a little late this year but if the weather is mild, you may get a harvest, especially if you plant vegetable starts from your local nursery rather than trying to grow things from seed.
