Weed seeds need sunshine in order to germinate so a thickly growing or a ground hugging ground cover will be the best way to stop weed seeds from sprouting and to crowd out those that do. If the site is sunny, you can grow carpet bugle (Ajuga); if it is shady, you can grow vinca minor. There are other choices in your local garden center. Best wishes with your garden!
