my hibiscus tree has tiny bugs on it and now fire ants are all over this tree. It is a small twined tree, what can I do to get rid of all these pests?

Judy,
I suspect they are indeed aphids but they could also be mealy bugs. Your most effective and low toxicity options are to use an insecticidal soap or a product with imidocloprid. The soap sprays must have excellent coverage making sure to contact all pests and plant parts with the spray. They will also need to be repeated once or twice more about 2 weeks apart or when you see the bugs back.
