I would like to plant a minature Christmas tree beside my goldfish pond for holiday decorations. Is there a minature evergreen tree that won't grow more than 4' in height? A tree that we can use each year; one that won't take up much spack?

Jessie,
That is a tough set of specifications for a plant. One common tree used for a dwarf Christmas tree is Dwarf Alberta Spruce. However it reaches 12 feet tall and is not too happy growing as far south as your location. I might consider using a dwarf type juniper and then keeping it sheared to this conical form, however that will be an ongoing chore.
