1. I have a blue potato bush which I bought this past summer and it grew and flowered very nicely. How do I care for it during the winter?
2. Do I plant freesia, strawberry and dahlia bulbs now or wait until spring?

Spring is best for planting freesia, strawberry and dahlia tubers. Your blue potato bush, Solanum rantonnetti, is not winter hardy and will need to be brought indoors into a very brightly lit environment for the winter. With bright enough light it may even bloom year round for you. You can take it back outdoors in the spring when the weather warms.
