Days to Maturity - Knowledgebase Question

On the seed packets, there are maturity dates. Are the days counted from when the seeds are planted or when the new plantlet emerges?

For crops you start right in the garden, such as beans, peas, carrots, etc., the days to maturity are projected from the date seeds are sown. For other crops you start inside for transplant later (tomatoes, peppers, broccoli, etc.), count days to maturity from the date seedlings are placed in the garden.
