When is he best time to prune a fig tree that has not been prune or shaped in about 3 yrs.

Candice,
Late winter prior to the start of spring growth is best. Don't prune it now or you can decrease its winter hardiness which is rather marginal on figs anyway. In late winter it is easier to determine what is still healthy wood and what might have been winter damaged and thus needs to be trimmed away.
