I, am not sure what kind of bush I have but I would like to know when I can transplant it to a new location.

Most shrubs transplant best before the weather gets too warm. Early spring is a good time, as is early fall. Be sure to dig the new hole first, before digging the plant, so you'll expose the roots to the least amount of air and light as possible. After transplanting, water well to exclude any air pockets in the root zone.
