I need good varieties of shrubs for covering next to a fence, so the neighbors dog run, etc is concealed.

I'd recommend tall growing evergreen shrubs such as Burford holly (Ilex cornuta burfordii), Fraser photinia (Photinia x fraseri), Glossy abelia (Abelia grandiflora), Variegated pittosporum (Pittosporum tobira variegata), Cherry laurel (Prunus caroliniana), or oleander. All are well adapted to your gardening region and some provide seasonal flowers.
