When I can plant my vegetable garden if I cover the plants with bottom-cut, pour spot open, plastic gallon milk cartons?

The second week of March is about as early as you dare plant outdoors, even with cloches and covers. The soil temperatures will be too cold prior to mid-March to encourage growth.
