Tulip bulbs need about 3 month of cold weather before they are able to bloom. It is really too late to plant them and have them bloom unless they have already been chilled for several months. If you already have the tulip bulbs, go ahead and plant them. The bulbs tend to deteriorate over time, so they need to be planted. If you get them in the ground now they will grow leaves in the spring but they may not flower until the following year.
