My newly planted blue salvia quickly developed tiny, powdery brown spots all over its leaves. They "smear" when you rub on them. We tried a fungal spray a week ago and have seen no improvement.

You might want to double check those "spots" and be sure they are not small aphids or other insects. Once you're sure they are not an insect, then check the leaves of the plant. Are they suffering? If not, it could just be pollen from nearby trees or shrubs and not a disease. If the leaves are yellowing, then I'd says it's a disease and spraying fungicide is a good approach. Try sulfur or Soap-Shield, a new organic fungicide from, Gardens Alive, Lawrenceburg, IN 812-537-8650.
